Sledding on the Golf Course

Management has been made aware that areas of Old Hickory have recently been used for sledding, tubing and winter activities.   Sledding, tubing and any other access to the golf course is strictly prohibited. No areas of the golf course should be accessed or used without permission of Old Hickory. Please refrain from accessing any areas of the golf course unless you have express permission from Old Hickory to do so. 
No Trash Pickup on 7/4

In observance of Independence Day, Tuesday, July 4th, Patriot Disposal will be closed, and no collection services will be provided. Pickup will resume on the next regularly scheduled collection day of Friday, July 7th. Please do not leave your toters curbside for pickup on Tuesday, July 4th. 
Pool Opens Tomorrow 6/24

The pool will be open tomorrow Saturday, June 24. I would like to thank you all for your patience while the pool was closed. I understand this was an inconvenience for many. We look forward to a great rest of the pool season and seeing everyone enjoy the newly resurfaced pool.  
 
One minor additional repair is still in process for the wading pool, it may remain closed if that repair cannot be made this afternoon or tomorrow morning but will open in the next day or two.

Pool Update

Regrettably we must inform you that the pool will remain closed for approximately two weeks. The resurfacing of the pool that was done at the close of last season has failed causing large portions of the plaster to pull away from the surface producing sharp areas on surface of the pool. The failure of the plaster was not evident during the multiple pre-opening inspections of the pool and only became apparent after the plaster had been walked on when the pool was used for the first time on Memorial Weekend.   
 
Unfortunately, the entire pool must be delaminated and then re-plastered, the pool will need to remain empty while the contractor completes the work. Fortunately, the work is under warranty so the repairs will be at no cost to the Association.   
 
We understand this is a huge inconvenience however we want to ensure we remedy the matter properly so the pool will be fully functional the remainder of the summer.

Late last year Cardinal Management Group sent information regarding the migration to new community management software called CINC.  To date we only have about one-third of our River Falls owners who have registered.  CINC is designed to provide for faster financial reporting, easier workflow management, stronger board communication and a better homeowner experience. You will be able to access your account, submit ARC applications, send messages to management and make payments.

Health Hazard PSA

It is unlawful to swim in a pool if experiencing signs of diarrhea as stated by VA's health code and PW County. Cryptosporidium a very transmissible bacteria can live in it which can be a major health hazard.
 
The best way to prevent the spread of Cryptosporidium  is by practicing good hygiene. Wash your hands frequently with soap and water, especially after using the toilet, after changing diapers, and before eating or preparing food. Alcohol-based hand sanitizers are NOT effective against Crypto.
Newly Appointed Board Member

The River Falls HOA Board of Directors would like to announce the appointment of Dave McElhaney, a resident on Windermere View Place, to fill our vacant board position effective immediately. We are pleased and very grateful he is willing to serve our community in this capacity.
 
Dave and his wife, Sandy, have been residents within our community since 2008. He is a licensed Professional Engineer who has more than 36 years of experience and specializes in land development, civil engineering, and permitting within Northern VA. Dave has been serving as a volunteer on our Architectural Review Committee (ARC), and now he will serve as the board liaison to ARC instead. He enjoys golf, boating on the Occoquan Reservoir, and walks with Sandy and Maybelline, their treasured beagle.  
 
The standard term of River Falls HOA Board of Directors positions is 3 years. Dave will finish out the current term as a result of Mike McGraw’s resignation on March 2nd, which ends in 2023. He will serve likewise as Vice President in place of Mike on the Board until September 2022 at which time there will the election of one new Board member. After the 2022 Annual Meeting, there will be the annual organization of the Board and election of its officers. 
 
Please join us in welcoming Dave to the board. We are excited and look forward to working with him.
Proposed County Center Activity Center

Martin Jeter, President of the Mid County Civic Association of Prince William (MIDCO), plans to have a presentation at their upcoming meeting on Thursday, April 21st at 7:00 PM via Zoom (invitation will be sent from Cardinal Management by email shortly) about the proposed county plan for an Activity Center at the County Center property (the McCoart Center land area). Since River Falls will be greatly impacted by the plan, we wanted to notify residents of the meeting. The proposal includes multi-family housing, warehouses, additional office buildings, parking garages, and an indoor sports facility. The Planning Commissioners and county staff will take comments and help us better understand the plan. If you have any questions, please send an email to president@riverfallshoa.com.

Pool Closed Today

Due to the pending remnants of Hurricane Ida in the forecast, the pool will remain closed today for the safety of the patrons and staff. American Pool management staff will use this time to inspect the pool facilities prior to storms arriving and continue to schedule for the remainder of the summer season. Pool Toe

We hope that you are enjoying your summer so far. It’s pretty common that in the beginning of the pool season kids can have experience bloody feet. The length of time in the water, along with playing and pushing off the sides/bottom of the pool can possibly cause some irritation. We often find that after a few weeks children don’t have the “extreme” sensitivity as they originally had in the beginning of the summer. Wearing booties or taking caution on how the foot travels over the plaster surface can eliminate any discomfort. If you have any questions, please let us know.

Trash/Recycle Services Delay

Due to inclement weather and poor road conditions, all scheduled services for today (2/19) have been suspended. For all residential HOA customers, service will resume on your next regularly scheduled trash day, Tuesday. Recycling collection scheduled for Friday will resume on Friday. Basketball Courts

In continuous effort by the Board of Directors to address concerns about basketball courts, please see below a letter from the Board of Directors:
"Our posted rules for use of the basketball courts at Cascade Way and Robey Way are not being followed. There are outside users of the courts - even though the rules are explicit that the courts are for the use of residents only. COVID protocols are not being followed. And rules for responsible behavior are not being respected. At this time the Prince William County Police through our community patrolling agreement are limited in what they can do. We as an HOA Board have been advised by our attorney to not engage in enforcement. Thus, our enforcement efforts are limited.  
In the meantime, the increased nuisance that has developed over the past several months to the residents around the Cascade Way basketball court have led to suggestions that the court be closed for a temporary period until effective enforcement measures can be developed. We have listened to considerable discussion at the past couple of HOA Board meetings and clearly understand resident concerns and at the same time the desire for our amenities to continue to be available to residents.  
 
At the most recent Board of Directors meeting, it was discussed at great length several issues that have been occurring on a regular basis at the basketball court at the Cascade Way play area, which not only poses a security and safety issue but an amenity use issue as well. It has gotten to a point where there are residents who want to see the basketball hoops locked and shut down for a designated period to deter non-residents from playing basketball here. While this seems like an easy solution to the problem, it does not necessarily solve the issue in the long term and it also takes this amenity away from those residents who wish to use them.
 
 In the interim, we will lower the height of the Cascade Way basketball hoop in hopes that it will deter non-residents from playing basketball. It has been mentioned that there are leagues playing basketball here quite regularly. While we realize this may increase the usage at the Robey Way basketball court, the basketball court and playground areas are more spread out there than at Cascade Way. It will also give us more time to put into place some new initiatives (see below).
 
 As mentioned in a previous newsletter, we have seen an increased usage of the basketball courts and playgrounds in our community. However, it has been brought to the Board’s attention on numerous occasions that many who are using these amenities are not River Falls residents. Unfortunately, many residents feel they are unable to use the amenities because they are overrun by non-residents at certain times of the day. With the increased usage, we are also experiencing problems such as large amounts of trash being left behind, loud music, noisy use after dusk, and verbal abuse when residents approach these groups to question their activities.
 
 The Board has been and is continuing to work on the issue but as you might imagine, it has been difficult this past year. Unless there is criminal activity, police are not responding to neighbor’s calls and honestly, that is not necessarily how we wish to have this issue addressed in the current environment.
Right now, we are working on transitioning from the current off-duty police patrol to a private security company to give us greater flexibility on our approach on how issues are addressed. It may also help if non-residents find out we have a security patrol which may deter them from continuing to use the courts. We have a meeting scheduled this week with Prince William County police to discuss ideas and suggestions they may have to help us. In addition, we are planning to implement an HOA pass for residents to carry with them, like the current pool pass, that would be for all amenities within the community and would clearly identify someone as a resident. We are planning to hold a Basketball Town Hall Meeting at some point in the spring once we have the new security patrol in place to work together with the community to manage expectations of any new processes and procedures and address any questions or concerns.
 Moving forward, this issue has been added as a standing agenda item to the monthly Board of Directors meetings and we hope that you will share your thoughts during this time. We also request your help by asking your children who use the courts to bring to the attention of non-residents that the courts are for use by River Falls residents only. If we don’t get this under control, we will be forced to shut down the courts. These are challenging times for all of us, and we want to keep our community an enjoyable place to live."

Recycling date change due to upcoming holidays:
Recycling scheduled for Friday, December 25th and Friday, January 1st will be picked up on Monday, December 28th. Unfortunately, there is only 1 recycling make up day provided this year due to the holiday. Please be sure to place all recyclables out on Monday, December 28th and again on Friday, January 8th, 2021.
Christmas Tree Collection Date:
Christmas trees will be collected the weeks of January 3rd and 10th. Please leave Christmas trees out with regular trash pick up the first two weeks of January. Be sure to remove all decorations from the trees and do not place the trees in bags.

Speeding

This is to reiterate a danger of speeding in the community. It has come to our attention that some vehicles drive with an increased speed on Chanceford Drive and Greatbridge Road, and even do not stop at the school bus stop sign. This is a gentle reminder to the community that speeding is a safety hazard for neighbors and especially for children. We appreciate your understanding and attention to this very important matter.

A special thank you to Delane Olson for all her hard work helping with the Social Committee for many of the past 18 years. Her family moved here in December 2002 and recently sold their home on Mosser Mill Court. She was instrumental in past efforts rallying the community when local officials wanted to redistrict River Falls to different schools other than those that we were assigned. She has always kept the best interest of River Falls in mind and quickly jumped in when her help was needed. We will certainly miss seeing her and her family in the neighborhood and at our community social events.

Thank you to Uwe Kirste for all his hard work and years of dedication serving on our Board of Directors (2014-2020) and previously on the Architectural Review Committee for six years. We are particularly grateful because we know of the many demands on his time. His help went far beyond what we could have imagined. From his many years working for the county, he has knowledge and expertise ranging from the ins and outs of storm drains to pavement types, layers, and functions. The assistance and information he provided to the Board was invaluable, and he will be surely missed.

Use of Basketball Courts

There has and continues to be a huge issue in the community with numerous non-residents occupying the basketball courts. We are aware and have been doing our best to address the issue. This creates a problem since residents are at times unable to use the courts and then there are large amounts of trash left behind that needs to be picked up on a regular basis.
 
We kindly ask residents to call the Prince William County non-emergency police number (703-792-6500) when this occurs so that the police can address the issue if in fact those using the courts are not residents of the community and also ask them to pick up their trash at the same time. Please let the police know that River Falls is a member of the Prince William County trespassing enforcement program and details such as the number of people, number of cars, etc. By contacting the police, this creates a log of the call so that when the Board meets with the police, the police can see the number of times that a call has been made from the community about this issue and increases it in priority.
 
The courts have signs posted that explain the rules of use. In order to enforce these rules and other security issues, the Board contracts with the Prince William County Police Department to provide random patrols by off-duty uniformed officers in the community four times a week for three hours each day but the days and times do not always coincide with when this occurs. We are also looking into other options. Please continue to keep us posted so we can address any issues or concerns in a timely manner. Thank you for your cooperation.
Speeding and Behind the Gate

Recently, we received complaints about speeding on Chanceford Drive which is a safety hazard to residents. In addition to the security patrol services in the community by the off-duty police officers, the Police Department installed their speed board on Chanceford Drive and Greatbridge Road to help with safety in the community.  The speed board will stay there for several weeks.

Also, it was brought to our attention that non-residents were observed driving or walking in the behind the gate area. This is just a gentle reminder that behind the gate is a private territory for usage by the owners and residents of that area.

Open Board Positions

Swimming Pool Decision

This is to inform you that the pool will not be opened this year.  The HOA Board of Directors is most concerned about providing a safe and secure environment  during the COVID-19 pandemic and at this time that is not possible. This was a difficult and complicated decision for the HOA Board to make.  All factors and available information and experience of other communities and Prince William County were taken into consideration as this decision was made.

New Leasing Policy Resolution

This is to advise you that at their February 25, 2020 meeting, the Board of Directors approved the new Leasing Policy Resolution. Anyone who rents all or part of their home must not lease for less than six (6) months. All new leases (along with the Administrative Fee ($50.00) and Tenant Disclosure Form must be provided to the Association's management agent, FirstService Residential, within thirty (30) days from the date of execution of the new lease. If a lot, or any portion of it, is leased on the effective date of this Resolution (March 1, 2020), a copy of the current leease must be provided to FirstService Residential within thirty (30) days from the effective date of this Resolution (March 1, 2020) For a copy of the new Leasing Policy Resolution and Form, under Resident, please click on HOA Documents and Minutes.
Revised Architectural Guidelines

This is to advise you that at their February 25, 2020 meeting, the Board of Directors approved revised Architectural Guidelines. The revisions included modifications to landscaping and tree removal and changing basketball backboard to all for permanent use. Right to Access Homeowners' Lots

The Board/Managing Agent have the right to access homeowners’ lots; pursuant to the legal advice provided by the Association’s attorney, Whiteford, Taylor & Preston LLP, “Article V, Section of the Association’s Declaration explicitly grants the Board of Directors through their agents the right to enter a lot at a reasonable time for the purpose of ascertaining where the lot is in compliance with, among other things, Article VI (use restrictions). The Board can do this without being deemed as having committed a trespass or wrongful act by entering the lot. This means that the Board and/or management agent has the right to access the entire lot (front and back) without concern.”
 
Please note that Management will not exercise this right during the pandemic.

There are new locks on the community tennis courts!
In order to access the tennis courts you must have the new code. Please do not share the code with non-residents.
